I remember such episodes from regions in Germany about a decade ago, suffering from the same problems. It didn't take me long to realize that prevalent traditional roof shape is related to climate - and snow.
Unsurprisingly, it were mostly community (i.e. tax) financed buildings in Germany that had the roof cave in. Flat is less surface and less effort, and thus cheaper.
And all that a few years after so many houses were flooded that had been built in the last decades on former water meadow of large rivers ...
