After all, do you have in your home some Sudafed, (or sudafed in Nyquil)? Do you have in your kitchen or bathroom some ammonia or bleach, (I forget which)?
THEN YOU can be arrested for having 'Crystal Meth Making Materials.'
OR,
Do you have any hollow pipes in your garage at home? A pressure cooker in the kitchen? Do you load your own ammo? Then you have 'bomb making materials.'
It all depends on whether the person to be arrested has someone in 'law enforcement' who wants to get them - e.g., a cop angry at you because you proved they were lying about a ticket, etc.
So I'd say based upon the skimpy facts, (plus the VERY important side fact that the Feds do NOT expect to file charges), the facts, as generally not shown in the article, hardly 'warrant' an arrest, or even justify one.
