Q: Why does the debt sometimes decrease?
A: The Public Debt Outstanding decreases when there are more redemptions of Treasury securities than there are issues.
The fact that China sold $34billion worth of US government bonds in December might have something to do with the $12 billion decrease in debt.
Only for redemption of Treasury securities back to the Treasury does the debt decline (unless, as is normally the case, new issues are sold that negate the redemption-caused decrease).
Open-market sales of Treasury securities between among buyers merely change the entity to which the debt is owed and have ZERO effect on the amount of outstanding debt. IIRC, most of the Chinese sales were NOT to the Treasury.
