Look no farther than US/UK/Israel regarding responsibility for the "emergence" of Daesh (ISIS) as their proxy tool. Who would know better how to handle them than those who provided their training.

Just as likely they are there to make sure the Libyan government doesn't get its way on deciding what happens in its own country but rather to assist Daesh and to keep their assets in the game.
