Douglas Woods, of Philadelphia, has been charged with murder, three counts of attempted murder, aggravated assault and other charges, according to Officer Tanya Little.
Three-year-old Tynirah Borum was shot in the chest by a stray bullet while getting her hair braided at about 9:40 p.m. Friday in the Grays Ferry section of the city, according to police. Officers put her in their patrol car and rushed her to the hospital, where she was pronounced dead less than an hour later.
Three adults were injured, one critically.
"She was everything to us," Renee Bradford, a friend of Tynirah's mother, told WCAU-TV. "She didn't deserve this. She was simply trying to get her hair done. For her to get shot in the chest? She's a baby. No baby deserves to die like that."
Police said the gunfire erupted during an argument between a man on a bicycle and a 24-year-old man. The cyclist fired three shots from a handgun, shooting the other man in the head, police said. The victim was taken to the hospital in critical condition.
Stray bullets hit Tynirah, a 28-year-old female bystander shot in the left arm and a 21-year-old male bystander shot in the right leg.
Witnesses said the shooter fled on the bike.
"There's nothing much you can say about this tragedy," Mike Collins, the victim's cousin, told the news station. "That was my little cousin. It hurts."
Comment: "She didn't deserve this. She was simply trying to get her hair done. For her to get shot in the chest? She's a baby. No baby deserves to die like that."
The same can be said about more than 300 Palestinian babies who died since the start of the latest genocide by Israel in Gaza. They were not just killed by stray bullets. They were wilfully murdered in cold blood and then completely forgotten by the mainstream media. What about them?

..representing the Palentinians?
Hamas is a CIA/US born organization which has been dictated to by foreign powers. As a backlash to the previous regime, they wormed their way into power as a pseudo legitimate political party with the help of the CIA and others. If you are being hounded and your rights being violated, you will cling to whomever promises some deliverance of your people. Hamas presented an opportunity of self defence even if it was misguided.
So I would say that Hamas is not a true representative of the Palestinian people but its still a legitimate political government however dubious its origins, and therefore needs to be treated as such, not bombed into submission. Saddam Hussein was a recognized leader of his country however despicable his rulership, but once the US starting bombing his country it was called the invasion of Iraq. The same should apply here I feel. This is the invasion of Palestine by a foreign power, not the convenient eradication of a terrorist nation.
Still having said that, the Palestinians suffer from the same disease of lack of will as most other nations with representative governments - once in power their leaders do as they please usually at the expense of the people and there is little they want to or can do about it.

Here the thing, if the civilian population was not in full compliance and supportive of Hamas’ operations this could not happen. I would remind them of Sherman’s “You cannot qualify war in harsher terms than I will. War is cruelty, and you cannot refine it; and those who brought war into our country deserve all the curses and maledictions a people can pour out."
