A surveillance video shows two cops in Rotterdam, New York breaking the arm of a special needs 16-year-old while trying to remove him from a school bus.
In October 2013, Rotterdam Police were called by Mohonasen transportation because the 16-year-old refused to get off the bus. According to police, the driver would not transport the teen because he threatened her.
Two cops attempted to convince the teen to get off of the vehicle - the entire time, the teen remained on his seat, unresponsive. In the video, one cop can be heard saying, "Either you or one of us might get hurt and we don't want to do that."
After 30 minutes of asking the teen to get up, the cops used force to remove him from the bus. The boy's arm was broken in the process.
Now, the boy's family is suing the town police for $1 million. A statement from the family's attorney, Kevin Luibrand, said, "When the boy did not respond quick enough for the police, which is typical for the boy's type of condition, rather than call mental health professionals or wait for the EMTs, the police told the boy that they were going to 'hog-tie' him... With clearly excessive force, exerted enough force to snap one of the strongest bones in his body. That's not how mentally handicapped people are to be treated."
The Rotterdam Police maintain that the two officers did nothing wrong and were following protocol.

apparently their training allows them to escalate force at will if one is non compliant even if that results in death, just ask Kelly Thomas about that. So a broken arm is actually get off easy, he's lucky to be alive.

Rotterdam in what country?
This is certainly NOT the police in Rotterdam in the Netherlands. Is this perhaps Rotterdam in US ? Didn't know there was another Rotterdam. In Rotterdam over here police don't speak English amongst each other and when they talk to a person who doesn't understand Dutch they will speak English but with a very strong Dutch accent. Our police is certainly NOT trained to break someones bones and would be fired immediately if they would do such a thing . I have a few familymembers in the policeforce so I know. In our country there are not such high amounts of money involved if someone gets hurt. The policemen could have called for help from a well-trained professional instead of doing this themselves. The boy might have brittle bones however, sometimes it comes with medication they get. I have a special needs autistic doughter with agressive behaviour she can't control, but she never had such kind of accidents. I wouldn't be happy when somebody hurts her. Wish the boy and his family the best to overcome this, to heal, and get their trust in uniformed people restored.

It sure did look like the break was entirely intentional. Is it really police protocol to break a teen's arm when they are in passive non-compliance?
