Not the fact that the guy was trying to make a nuclear reactor in his house, that, to be honest , might even be a good idea economically wise ... but the fact that the offcial authorities overreacted so badly.
BTW I really don't think you need a special permit for making a nucleear reactor in any country of the EU ( AFAIK :D ). There are laws about radioactive levels and about purchase of high-grade nuclear material, but I really don't see how this could apply in here...
