Koussa talked Gaddafi into shelving their nuclear program (not a bad idea, since Israel bombed their last partially-completed reactor) and provided Gaddafi with a bottomless pit (Guantanamo) in which to toss his political enemies and dissidents (since we all know there -is- no "al-Qaeda")
