"The purpose of GLADIO was to attack civilians, the people - women, children, innocent people, unknown people, far removed from any political game. The reason was quite simple: to force the public to turn to the State and demand greater security. Under a strategy of tension, you 'destabilize in order to stabilize', to create tension within society and promote conservative, reactionary social and political tendencies."
~ Italian neo-fascist whose prosecution led to the discovery of NATO's 'Gladio' networks across Western Europe

The incident does seem weird indeed. The water could be transferred immediately using a quantum channel.
It can be used for the production of electricity and therefore electromagnetic anti-gravity propulsion systems
most alien space ships use in order to travel. Something like recharging your batteries. If it has happened before then most probably it's the same repeat offender.
be that simpler. About anti-gravity propulsion systems : The Germans have been experimenting with it since WW2. After their surrender all the paperwork passed into American hands which took over the experimentation. Being in engineering you will find it easy to understand the main principle. It's based on a magnetic rod witch is charged with a very high voltage difference from positive to negative which of course can be reversed. Usually one or more rods are used. One in those cigar shaped ones which move very slowly and can be easily identified as one of ours and move rather slowly and 3 in the triangular shaped ones which also happen to be ours (lol). It's declassified data by now so you can look into the bibliography. The high difference voltage in the rod and provided the rod is inside some sort of cubicle which could take any form, produces an upward lift , they key to fighting gravity. Reversing the poles or simply lowering the voltage, creates the opposite effect, namely lowering the object. So , I guess the basic principle is understood. In the beginning they experimented with very high voltage ranges indeed ranging in the thousands making the objects hitting uncontrollably the lab ceilings (lol) . Eventually they found out that the same effect could be produced with lower numbers, about 400 hundred would be sufficient for a small object. Of course the larger the weight the more electricity you need to lift or lower it and provided that you have multiple rods you can direct the object by controlling charge/polarity. But in order to produce electricity you need a source. We've managed that too. Water is the most efficient electricity producer and therefore the most valuable asset we have on this planet. That's why my mind was linked to a U.F.O. recharging. Available for more info if you need any. It is indeed a very interesting topic, our future actually depends on it.
