I'd have to pretty much agree on that one.
The Borat character was such a demonization and dehumanization of the Kazakh people that I had to scratch my head... and then it dawned on me that they are sitting on the lion's share of the Caspian oil. It makes easier the prodding of the US population to engage in the wholesale slaughtering them if the seed is firmly planted that they are sub-human.
Mission accomplished, Borat.

I noticed that all the jokes in his movie made fun of other people, even Jewish people it seemed. But closer analysis revealed that all the Jewish-related humor actually made fun of other people's (oft-justified) ATTITUDES towards Jewish people.
