As of Thursday night, South Carolina's transportation department said more than 35 roads in the Calhoun and Orangeburg areas were closed because of flooding or flooding damage.
Gov. Henry McMaster on Thursday declared a state of emergency for portions of the Midlands and Lowcountry after several inches of rain flooded roads, causing damage.
"Team South Carolina has been responding to the impacts of flooding and subsequent road closures in portions of the state throughout the day," McMaster said in a statement. "The state of emergency will ensure that our response teams have every tool at their disposal to continue their efforts."
Between 7 and 10 inches of rain dropped on parts of South Carolina after a weather front stalled over the Southeast starting Wednesday, resulting in long periods of rainfall.
Some areas of the Midlands reported up to 15 inches of rain, the governor's office said.

The residents of Bunyola and its surrounding villages, but especially the Soller road as it passes through the town and at the roundabout leading from Can Penasso, have suffered the consequences of heavy rainfall in the early afternoon, which has flooded some sections of the Ma-11, caused minor rock falls and long traffic jams.

With emergency crews working overnight to rescue people from their vehicles, Mayor Galán announced that schools located in the north of the Colombian capital would suspend classes, as more rainfall is expected on Thursday and possibly through the weekend.

Spain has been hit by a new flooding disaster as a torrential deluge has sent cars floating down the street in Girona.
Footage shows a raging torrent of water carrying away everything in its path including several vehicles as it swept through the centre of the Catalan town of Cadaques this morning.
Today residents woke up to a new scene of destruction, with mayor Pia Serinyana revealing a total of 32 cars had been washed away by the flood water caused by a nearby river overflowing.
Many ended up piled on top of each other by a bridge in front of the town casino, with at least one of the smashed-up vehicles appearing to belong to foreign tourists because of the number plates that were clearly visible.
This comes just over a week after another flooding disaster hit Spain, in particular the Valencia region, with more than 200 people confirmed to have died.
Floods and landslides occurred in Pekalongan and Pemalang due to heavy rain that fell on the two areas on the coast of Central Java.

Headmen of these villages informed that they have already contacted the Block Development Officer (BDO) of Thadlaskeiñ C&RD Block regarding the matter.

Severe storms and tornadoes battered Oklahoma early Sunday, tossing cars and ripping roofs off buildings in the middle of the night and leaving tens of thousands of homes and businesses without power. Among numerous injuries, 11 people required hospitalization, authorities said.
Much of the damage occurred in and around the state capital, Oklahoma City, near the state's center, although there were reports of damage at various points around the state and early morning storms set off tornado warnings that extended south to the Arkansas state line.
