The tens of thousands of cops, firefighters, construction workers and others who survived the worst terrorist assault in U.S. history and risked their lives in its wake will soon be informed that their names must be run through the FBI's terrorism watch list, according to a letter obtained by HuffPost.
Any of the responders who are not compared to the database of suspected terrorists would be barred from getting treatment for the numerous, worsening ailments that the James Zadroga 9/11 Health And Compensation Law was passed to address.
The indictment charging self-professed mastermind Khalid Sheikh Mohammed and four others was unsealed when US Attorney General Eric Holder referred the case to the Defense Department for military trials instead of trials at a US federal court in New York.
Holder said Sheikh Mohammed, Walid bin Attash, Ramzi Binalshibh, Ali Abd al-Aziz Ali and Mustapha Ahmed al-Hawsawi could have been prosecuted in federal court and blamed Congress for imposing measures blocking civilian trials of Guantanamo Bay inmates.
They will be tried in military courts in the US naval base in southeastern Cuba.
The now-public details show that the United States, nearly 10 years after hijackers flew planes into the World Trade Center and the Pentagon, reconstructed step by step the logistics of the five accused men.
They compiled bank transactions, flight records, visa applications, and dozens of telephone conversations to create the most comprehensive account of the chain of events before the attacks.
Implementation of the plan began in 1999, when Sheikh Mohammed (referred to as "KSM" by US officials) proposed to Osama bin Laden to use commercial airliners as missiles against US targets.

Children and the elderly living in the stricken zone are most at risk from outbreaks of flu and other ailments, they warned.
The emergency services are struggling to obtain medicines and basic supplies for the thousands of displaced people whose homes have been destroyed. The situation is being aggravated by cold temperatures.
Captain Kazuhiro Fujino, of the Maritime Self-Defence Force, said: "There is no medicine - nothing. My biggest fear is a flu epidemic, as there would be little we could do to stop it. It would take many more lives."
The warning came as abnormal levels of radiation were found in milk and spinach as far as 65 miles from the stricken Fukushima nuclear power plant.
The memorial, designed by Japanese-Russian artist Miya Ando, was to be crafted from twisted shards of steel ranging between 5 and 8 meters (yards) in height, standing in a pool with lights.
"It is my hope that by standing upright the fallen steel columns, I may evoke a quiet yet strong message of transcendence and the role of education in the growth of hope from tragedy," New York-based Ando said in a statement submitted with the planning application.
London's Southwark Council approved the plans last December and the sculpture was due to be inaugurated in London's Potters Fields Park this September to accompany an educational program and commemorate the 10th anniversary of the attacks by suicide hijackers who flew two planes into the World Trade Center, killing nearly three thousand people.
Trustees of the 9/11 London Project Foundation -- the educational charity which commissioned the sculpture -- on Wednesday said they had decided to extend a consultation period for the artwork after "significant concerns" were raised, especially by British families.

New York firefighter Randy Wiebicke lived "in a way that inspired everyone around him," his wife says.
Wiebicke underwent an experimental stem cell transplant procedure last summer, when his cancer was in remission. But just two months after the transplant, he developed viral infections that, ultimately, his weakening body could no longer fight.
Wiebicke's wife, Madeline, said Randy was "a man who lived his life in the spirit of what being a firefighter meant to him. When others were in danger, running out of a burning building, he was there to run in," she wrote in an e-mail. "He lived his life beautifully, in a way that inspired everyone around him. Having Randy around not only made you want to be a better person, but it showed you how to get there," she wrote.
