In any other situation where someone is harmed or killed due to adult negligence, an asinine perspective such as this isn't acceptable, but when it involves a dog - even an aggressive breed - then people want to be forgiving. "Nobody intends for their dog to kill someone" I heard some police spokesperson say recently with regard to the young woman who was killed by dogs on a rural road.
It's not considered politically correct to put the blame squarely on an owner, but instead to treat the situation as a tragedy rather than a crime. That needs to change. If you own a rottweiler or a pit bull, or some other powerful and aggressive breed, and you fail to make certain that they are kept where they cannot harm someone, you should automatically be charged and convicted of involuntary manslaughter, with additional time added for the suffering of the victim. Around 10 years without parole seems quite reasonable to me.
