I know that in America this just how cops are and have always been. They are a bunch of power-tripping jerks who get paid a lot of money when the vast majority do nothing to actually earn it. They just sit in their cars drinking coffee waiting to hassle someone for driving a bit too fast while they ignore the dozens of other traffic violations that are far more dangerous. It looks like in Russia the stooge Navaly has his people attacking the police in order to get a negative response directed towards the innocent--straight from the CIA playbook.
