If a soldier/component has a built up value for the empire, and it costs more to replace the soldier than to repair, then by all means repair the soldier/component.
If, on the other hand, the soldier/component can more easily be replaced than repaired, then this would be the desirable procedure.
This rule shall apply to all products and components in the empire, living or dead or somewhere in-between.
This is just good solid business sense. There can be no questioning this, absolutely not!
