the absence of ordinances restricting the distribution of gift cards for specific eateries, debit gift cards, etc.? Pass out a thousand dollars' worth of gift cards in $10 increments to the homeless of the posh downtown business district and watch what the city council does when the homeless begin buying danishes at Starbucks and getting the $5 sub of the day at Subway? Will handing out gift cards be prohibited on the same grounds as those purported as the cause for the prohibition of the distribution of food (i.e. supposed concern for public health)? Protesting the enforcers' acts by way of filing petitions with their bosses does little to challenge the clear, aberrant and abhorrent intent of the restriction created by those bosses. Would it not be better to remove all doubt of their genuine drives, irrespective the actions of their enforcers? Expose the callousness and deceit of the underlying conceited impetus of the offending ordinances. The benefit of distributing gift cards, too, is that items purchased would be the purchaser's clear property, not property gained by the homeless through questionable, supposedly illicit, means. This represents an additional conundrum.
