Do you have an link to the actual proposed legislation?
Certainly there is a need for authorities to investigate the online activities of various suspicious individuals.
But there needs to be checks and balances. Does the proposed legislation require a warrant authorized by independent judiciary? That's an important thing.
I will note that it is not up to the Russian Federation's government or politicians to arbitrarily declare any organization a 'terrorist club'. They have to apply to the Russian courts and supply evidence to prove their case, unlike in the western world, where their governments simply get to declare who is good or bad. Such as the KLA or any 'moderate forces' in Syria, even though all of the above want a Sharia law.
Provided the proposed legislation has equivalent checks and balances (provide proof to independent courts before they can do any data mining), then I fail to see a problem.
Lacking the details of the proposed legislation, I have to suspect that Snowden is, as usual, big-noting himself. Classic American paranoia?
