Is there any chance that any of these people or their aids would be capable of setting up such a situation as troubling another country for the sake of winning an election?

Just found out that John McCain is a suspect according to an article in Encyclopedia Britannica _[Link] The writer of the article is Allan J. Lichtman, about him it says:
"Allan J. Lichtman is a professor of history at American University in Washington, D.C. His books include Prejudice and the Old Politics: The Presidential Election of 1928 and The Keys to the White House. His latest book is White Protestant Nation: The Rise of the American Conservative Movement."
Here are the three arguments of Lichtman for the case of John McCain:

Added to what Thorbiorn wrote about McCain. Victoria Nuland is the Assistant Secretary of State for European and Eurasian Affairs at the United States Department of State. She is married to Robert Kagan, who apart from being a neocon and a co-founder of PNAC also served as a foreign policy advisor to John McCain.
