Seawater breached the banks of NJ and NYC, during a storm that passed through tropical seas, so I don't see why anyone finds this implausible. Things get rearranged and seriously lost during a hurricane. Case in point: about 15 years ago, I saw a Pelican in rural eastern Ontario, Canada, after the remnants of a hurricane passed through. Definitely not where it should have been, and whisked away to the land of Oz, from its point of view.
