I wonder how fast things can fall...cause I think it's coming.
I thought it was more common knowledge now after decades of rumors that weather modification was a real thing and not just some wild conspiracy...
I would be surprised if weather warfare has not been considered. And likely used.
How long before the rabid dog takes its last breath? It won't likely be overnight.
Since most people are right-handed, turning counter clockwise makes sense as you would be in a position to use your dominant hand more effectively...

Playing a TRICK. Audio On but No words of surprise. NO WORDS SPOKEN AT ALL.
The cameraman (who at the beginning demonstrates he knows how to keep a cam steady at that greatly DIGITALLY zoomed distance) suddenly begins to walk towards the subject, and while camera work gets sloppy and unstable object's "motion" begins. At that distance, walking closer would make minimal difference due to "telephoto illusion factor, which this person should be presumed to be aware of.
Also, although audio is on, not one word is heard, Now ANYONE having seen such claimed "motion" would naturally be talking about it, (see "excited utterance" exception to hearsay rule of evidence) describing what they ARE seeing.
If, on the other hand, they were taking a video to Play a Trick, they would merely be SILENTLY thinking about how they WILL IN THE FUTURE be able to use it. THAT IS WHAT YOU HEAR...
Note also the extreme digital zoom involved. I imagine that more easily lends itself to digital tampering.
