Metairie, Louisiana (CNN/WVUE) - State police arrested 21-year-old Blake Sanderford and charged him with taking video while he sexually abused his dog and then posting pictures of the assault on the internet.

"This was one of the more repugnant acts that we have ever seen, and that we hope not to see," said Robin Beaulieu of the Jefferson Parish Animal Shelter where the dog is currently being tested and treated.

The pictures were reportedly spotted by a web surfer outside of Louisiana who notified authorities who then began focusing on the victim's home.

"In this investigation well I believe the state police, probably the sexual investigation unit, were made aware of videos that were posted online and they asked for our assistance," said Beaulieu.

"'People who have been abused when they are younger are more likely themselves to commit abuse as they grow up," said Howard Osofsky, Head of Psychiatry at LSU.

Several residents of Sanderford's quiet neighborhood said they've had concerns about him for some time and now they worry his bond may have been set too low.

"I can't believe it. I'm shocked," said neighbor Catherine Rice.

The suspect's grandmother voluntarily surrendered the dog to the SPCA.

"The dog will not be going back with this family. We're hopeful that through the process of this, sometimes in cruelty cases, it will actually be mandated that they cannot own animals, and we certainly hope for something like that to be adjudicated in this particular case," said Beaulieu.

Sanderford remains behind bars, his computer seized as the investigation continues.
