Yes, I realize that the above makes absolutely no sense. However, it's the first thing that occurred to me, after reading the article.
After recovering my composure, I decided to research "the prohibited items list." Yes, it is real, and it is online, here:

"The prohibited items list is not intended to be all-inclusive and is updated as necessary. To ensure travelers' security, Transportation Security Officers (TSOs) may determine that an item not on the Prohibited Items List is prohibited. Also, please note that some dangerous items below are illegal in certain states and passengers will be subject to state law. It is a passenger’s responsibility to be aware that origination and destination cities may have local laws prohibiting the possession of these items."
Yes, you read that right. Not only is a citizen expected to read the TSA list, the very existence of which is not common knowledge, and not only is the citizen expected to read the lists of all the states and of all of the cities which the citizen might visit, and not only is a citizen expected the comply with this multiplicity of lists, by not bringing banned items, the fully-compliant citizen might still encounter a TSA control freak who arbitrarily adds to a list on the spot.
