Comment: Non-el Niño years create complacency and forgetfulness in regards to the threat of flooding and its ramifications. It is short-sighted to be non-anticipatory of the risk, especially considering earth change anomalies increasing in frequency and severity and how many communities all over the world that have recently experienced devastating and unexpected catastrophes.
