The National Weather Service issued a Flood Advisory, a Wind Advisory and a Winter Weather Advisory for the Portland and Vancouver Metro areas through 2 p.m., Monday as a powerful storm created heavy rains and winds that transitioned into snow above 500 feet.

The rain was mixed with snow in some parts of the metro area as low as 500 feet - including the West Hills, Gresham and Estacada.

"Your best bet for that will be above 500 feet, but we could easily see some snow at the valley floor. Spotty accumulations are possible," said KGW Meteorologist Nick Allard. "We also had wind gusts in the 60-70 mph range at the coast hitting 73 mph at Lincoln. The wind has peaked, but it will still be a windy day."

Officials with the Portland Bureau of Transportation were concerned about flooding Monday and spokeswoman Cheryl Kuck said there were several reports of standing water at intersections. "We are responding to those reports and clearing catch basins, ditches, culverts, and trash racks," she told KGW. "We will watch those locations and post high water signs or barricades if necessary."

Along with the warnings for Portland and Vancouver, the National Weather Service issued Flood Advisories and Wind Advisories for the Vancouver Metro Area, the Willamette Valley, the Columbia River Gorge and the Oregon Coast.

At 1,000 to 1,500 feet, expect at least a foot or two, and nearly three feet on high Cascades slopes. Whiteout blizzard conditions reached the mountains Monday.

Winds in the Cascades will from the west and southwest from 40 to 50 mph, with gusts up to 70.
