This is entirely untrue. Many IP block are currently unused by companies that registered them back in the 90's and subsequently went under. If these Ip blocks were revoked, there would still be plenty of IP's available for the foreseeable future.
Of course the HUGE companies pushing for the replacement of all of the currently employed hardware would have to wait for their next profit points. So...you can see where the need to replace everything comes from. Not from real usage need, but need for additional monetary gain.
Oh..fyi..i got my IP block in 1994, and it is very much being used...but it's just a small block.
