US: Man Sees Large Light Hovering Low on the Horizon

I drew the circle in the photo with my Paint Program. The circle was bright white. You could see the palm trees, but not the mountain. It was not moving. I watched it for about 10 minutes then went back in the house. When I went back about 15 minutes later it was gone.

Tujunga is a Few Miles North of Los Angeles, California.

Note: The witness noticed the light because he heard a sound. The sound was similar to "firecrackers" so he went out to investigate. It was at that point that he saw the large white to the north. The light emitted no sound and did not move. The moon was visible in the opposite direction (south) and was about 80% illuminated. This is consistent with the observation made by the witness. Perhaps this light has a conventional explanation, but I can't speculate on an identification.
