The fact is, and Seligmann doesn't mention it, that the Germans had diffused in an american newspaper few weeks before to inform the possible passengers, that they would not let the Lusitania reach the british coasts because they new it carried war weapons and they considered that the USA violated the international laws. So the US government new he was sending his fellow people to death.
This is a predictable outcome when a wild animal is removed from its native environment and relocated to an area with an indigenous population...
