Storm Bualoi kills 3 as floods hit Laos

Three people were killed in Xaysomboun province on September 29 after the storm Bualoi unleashed heavy rain and flash floods, damaging homes and farm land across several provinces of Laos.

Authorities in Xaysomboun confirmed that three residents of Korhai village in Anouvong district lost their lives when the storm swept through the area.

The storm brought torrential rain and flash floods that devastated homes and farm land, and cut off access to several roads. The storm was followed by heavy rainfall and the full extent of the damage is yet to be assessed.

Xaysomboun province's Governor, Phoykham Houngbounyuang, visited affected communities on September 29. He urged officials to expedite relief measures and instructed them to conduct a full damage assessment.

Dramatic footage posted to social media show roads have been turned into raging rivers, with cars floating down village streets and water engulfing vehicles.

The footage was taken in the towns of Agrigento and the San Leone, whose residents have been unable to leave their homes.

At least one person is thought to have been swept away in the floods.

Local authorities believe she disappeared today while trying to leave her car, which had become stuck because of the torrential rains.

Emergency services are still searching for her.

Seven people, including a father and son duo, died on the spot in different tehsils of the Fatehpur district yesterday evening. All these people have taken shelter under the trees amidst heavy rain when lightning struck them.

Three people died in Kannauj district, while one more person lost his life due to lightning in Shrawasti.

Many regions of the state have been witnessing heavy rain for the last 24 hours; it has not only disrupted normal life but also caused heavy damage to paddy and potato crops.

Flash floods in Ukraine's Odesa killed nine people including a family of five trapped in their home as it was engulfed by water, emergency services said on Wednesday, as torrential rain left hundreds in need of rescue and thousands without power.

Teams worked through the night to rescue some 362 people and pump water from buildings, the service said on the Telegram messaging app, and it posted pictures of passengers being lifted from a flooded bus and cars pulled from the water.

"A horrific situation in Odesa these days - 9 people have died as a result of the natural disaster, including a child," President Volodymyr Zelenskiy said on X platform.

He added that the whereabouts of one more person were still being verified.

A family of five who lived in lower ground floor flat of a building was unable to escape the wave of water, the emergency service's spokesperson for the Odesa region Maryna Averina told Ukrainian television.

The Spanish islands of Ibiza and Formentera have been devastated by heavy flooding as the remnants of a hurricane swamped low-lying regions with torrential rains.

Four people had to be rescued from an Ibiza hotel by firefighters following a rockfall on Tuesda evening, emergency services said. Some 220 tourists had to be evacuated, and three people sustained injuries.

Rocks on a cliff at the end of Ramon Muntaner Street partially collapsed onto two floors of the HT Vibra Tropical Garden hotel as a result of the flooding, according to the City Council.

The Balearic Islands government deployed the military to reinforce the ranks of rescue teams as the aftermath of Hurricane Gabrielle buffeted the archipelago.

The Military Emergency Unit (UME) worked through the night into Wednesday to clean up Ibiza's airport from flooding, after the airport recorded more than 100 litres of water per square metre before noon on Tuesday, according to state meteorological agency, AEMET.

Parts of Valencia, Spain, are reeling from severe flooding as Storm Gabrielle continues to lash the region. The state meteorological agency AEMET has extended a red alert until midday, with Tarragona also under the highest warning.

In the Ebro delta, up to 200 mm of rain fell within eight hours, prompting emergency rescues in Zaragoza, including children evacuated by inflatable boats.

Typhoon Bualoi made landfall in Vietnam before midnight on Sunday, triggering floods, airport closures and evacuations of thousands of residents.

The storm hit Vietnam just north of its largest province, sooner than predicted, with a speed of over 130 kilometers (80 miles) per hour.

It caused extensive damage, ripping roofs from buildings and uprooting electrical poles along the country's coast.

Torrential rain following Typhoon Bualoi has triggered more flooding and landslides in Vietnam, where at least 26 people have been killed and more are missing.

More than 30cm of rain hit parts of the country within 24 hours, with forecasters on Tuesday warning heavy downpours would continue.

As the number of fatalities rose, state media reported that 22 people were missing.

The prolonged rain caused flash floods and landslides that cut off roads and isolated communities from the northern mountains of Son La and Lao Cai provinces to central Nghe An province.
