Pakistan's disaster management authorities on Thursday warned of urban flooding and rising river levels in several regions, including Rawalpindi and Islamabad, as relentless monsoon rains battered large swathes of the country, pushing the seasonal death toll close to 190.
The fresh alert came as intense monsoon activity swept across northeastern and central Pakistan, prompting emergency declarations, evacuation adviseries and a heightened state of alert across provincial administrations.

In Punjab, the country's most populous province, the Provincial Disaster Management Authority (PDMA) said 103 people had died and 393 had been injured in rain-related incidents since the start of the monsoon season in late June.

"In the last 24 hours alone, 63 people have died and 290 have been injured due to monsoon-related incidents," the PDMA said in a statement. "Monsoon rains have also damaged 128 houses and killed six livestock animals."

Among the deceased are a 60-year-old local resident, Huajenam Riame, and the driver of an excavator whose identity is yet to be confirmed.

Torrential rains triggered flash floods in Moscow on Tuesday, inundating roads and disrupting transit across the Russian capital.

Videos posted on social media showed cars submerged in murky water, traffic backed up on flooded highways and water pouring into tunnels and underground parking areas.

Authorities said parts of the city received a month's worth of rain in under two hours. No one was reported injured.

Severe flash flooding across the tri-state area on Monday caused major subway delays and road closures across the Big Apple and pushed New Jersey to declare a state of emergency.

All five boroughs and Nassau County were under a flash flood warning through midnight, according to the National Weather Service.

"Flooding can be deadly and often strikes with little or no warning. Streets, basements, and below-grade spaces can fill with water in minutes. If you live in a basement apartment or low-lying area, be ready to move to higher ground," NYC Emergency Management advised on X.

"Keep your Go Bag near the door and clear exit paths. Avoid flooded areas. Never walk or drive into water. Turn around, don't drown."

"Do not attempt to travel unless you are fleeing an area subject to flooding or under an evacuation order," local authorities warned, as they paused recovery efforts. "This is a dangerous and life-threatening situation."

Kerr County — the area hardest hit by the historic July 4 floods in Texas — was forced to suspend search and recovery operations after a new flood warning was issued on Sunday.

"All persons, equipment and vehicles should be removed from the [Guadalupe] river area immediately," local authorities reported.

"Flash flooding is ongoing or expected to begin shortly," officials said after 8 a.m., adding that the alert would remain in effect until 11:30 a.m.

The cost of damage caused by the latest deluge and flooding in the Nelson Tasman area is expected to run into the millions, with the district's mayor describing what was initially "a bit of a clean-up job" after last month's event as now a "complete rebuild".

MetService has lifted a red heavy rain warning for the Tasman district southwest of Motueka while the Nelson Tasman region remains under a state of emergency.

Up to 200mm of rain fell in some areas over Friday night into Saturday morning, about 100 homes were evacuated and thousands spent the night without power.

Speaking alongside officials, Minister for Emergency Management Mark Mitchell said the cost of the damage would be "in the millions, without a doubt".

"There's a lot of work going at the moment to work out exactly what the cost is and where that support is coming from."

Mitchell thanked all the locals and NEMA who were "working bloody hard" in what was a really "difficult situation".

Severe storm and hail warnings were issued in Spain - as 100mm of rain fell in just one hour at a holiday hotspot.

Locals and tourists braced for chaos after the State Meteorological Agency (AEMET) activated weather warnings for 25 provinces, eight of which are orange.

AEMET forecasted orange-level warnings on Saturday for severe storms in Huesca, Teruel and Zaragoza, Barcelona, Girona, Lleida and Tarragona, and Castellón.

Multiple "record-breaking short-duration heavy rain" warnings were issued, mainly in the Kanto-Koshin region amid the record breaking rainfall.

The downpour also caused the Meguro River to reach the "flood risk water level," the threshold at which evacuation orders can be issued by local authorities.
