It is bad for business if customers don't trust you.
So be trustworthy - and know this - it don't take much to lose that - and then once suspicions are aroused (for good reason mind ya) - your business will diminish and that is that.
It all depends on good "due diligence" and proper procurement and building relationships that stand the test of time. It is obvious there are some tricksters out there and my advice is Don't do business with them.
Simple.

Now once that is removed as a possible cause of this accident then work your way down the list....
1. When soldering activity is occurring that involved high temperatures and it matters if workers are well trained or not.
2. Now if a fire starts at a facility and I don't recall seeing the time of this incident starting but it appears it was in daylight hours and there are all sorts of cranes in the vicinity - in other words that place is being expanded/modified if the cranes are associated.
3. Being the facility is in Siberia area odds are it is large complex and the cranes may or may not be independent of this accident - but when lot of construction is going on the potential for accidents for sure increases.
4. Well trained workers and safety systems properly installed will stop 95+% of all potential fires nowadays in a well run factory - and if that was the case at this place - then by all means it could be something nefarious occurred - if so, find the cause and then put defenses in place to keep it from happening again.
5. If it turns out to be obvious the cause of the conflagration with high confidence and it was an outside entity, it is incumbent upon the factory authorities to respond to such in a manner to create future disincentive.

So if it was drones from the effing *kraine (will they ever stop?), then go ahead burn down a few more of their places - but if it was done with nefarious effort from outside entities - then the time for subtle response is reaching its end game - ain't it Putin? It all depends upon a fair root cause analysis - and while patience is a virtue - the workers don't appreciate the place being burned to the ground - now how they gonna earn their paychecks for Christ's sake.

For those on the ground it ought not be difficult early on to narrow down the possibilities. That is the point of root cause analysis technique. This is why substances high in oxygen content - lets call them oxidizers - can be very dangerous. Let me know if you desire an ESHA lesson on this topic.

Soldering takes welding skill - but odds are the fire at this place had another cause - too bad we will never know I reckon - just like so many other things left unexplained.....all you hear about is the conflagration - never the analysis into the cause - cause hells-bells - that would demand accountability and who wants that nowadays I say sarcastically....

I remember one time I had a job at a place in Laurinburg, NC area at a facility that made "pre-fab" steel structures (they were called Butler Manufacturing but I think they have since gone out of business or been bought out). Anyhow, the welding there was automated to a degree and the lasers they had there could literally cut through 2 inches of steel - that was something to witness.
Just across the street from them was another amazing place I did a lot of work for back in the day - they used to be called Libby-Owens-Ford (and maybe they still are) and they made architectural glass on a large scale....now talk about FIRE in the kiln - when the molten glass came flowing out it was amazing. That place was well run in the day but other places I've been too including one that made ole-style cast iron pipe - were not so "clean" back in the day - but oh I remember that place - like Dante's inferno! Workers went outside to smoke in order to clear their lungs!

At the end of the day there are so many things that can start a fire - but proper safety protocol and practices for good reason will keep the chances to a minimum - so I can't deny I'm curious what happened at this facility - I doubt it had anything to do with welding - but it might have.

Accidents? Covert warfare? It's not going to be admitted. But it looks like the war is growing, not subsiding.
Nonetheless, the point you raise ought be added to the "root cause analysis". it is in the realm of possibility that somebody knows the "20 factories" (assuming that is accurate) but of course this would likely only delay plans.....but if this keeps happening - and it is "inexplicable" - then something else must be going on....the chances of that are slim but enough to be part of the root cause analysis at this early point in the game.
If I was assigned to find the cause of the fire or to study what transpired at the facility directly - and I've been involved in efforts of this nature - my questions directed to plant personnel - both supervisors and technicians would be as follows:
1. When did the fire start.
2. Where did the fire start.
3. Was there an evident known cause.....

and then it would go from there....root cause analysis is not for the weak willed....
