There was a Temple of Janus in Rome. When Rome went to war, the gates were opened until the war was over.
In ancient Rome, these gates were rarely closed.

Trump had his chance the last time, but blew it. Tariffs will just create massive inflation as prices soar, and damage the US economy even more.
