All I can find are location sites - enter the location and it will tell you when you can see the ISS. One problem with those sites are everything is in local time zones and you have to try to convert it into UTC, and possibly adjust the day as well!

It just seemed that the "earliest possible opportunity" for a 250 mile rendezvous with an object orbiting every 90 minutes is quite a delay
The fact that the ISS was launched on such an orbit tells me that it was and remains a military platform, at least as far as this earth is concerned.
The reasons for such only make sense for spy satellites and military satellites. Some of the latter are probably geostationary to do coded relays across the globe etc. Some are parked over Moscow and DC. But a polar orbit can get over any part of the earth by simply braking or speeding up and I do believe they have more of those capabilities than we know. (They claim Russia and China have stuff like that - I'm sure we do also.)
As re that, good luck then getting the realtime position of the ISS although I do believe that it doesn't have much boost or slow down capability. I believe there are private people and programs who affirmatively track satellites. They the same types who take photos of planes' registration numbers. Check out those leads.
So does the ISS* have some space beam weapon up there? I'd guess so or something we're unaware of such as it helped HAARP etc. vibrate the stuff to dust. Undeclared weapons on 9/11/2001 aside from thermite? >60% After all, it was right over NYC & DC at the time - what a coincidence, eh? NOT!

On the east coast, at Hatteras and to a lesser extent here, there's literally no place to go surfing other than straight out through the 10-15 foot inside break and just when you get to the outside, exhausted, an 18 foot freak set breaks on your head, your board, and back to the beach, and try again. One needs to paddle right through the fuckers to get to the outside. Here, though, it's at least warmer and THOSE factors are why there is such a disproportionate amount of Central FL surfers in the pros. People don't realize that.

As re the GS satellites altitude, here's the proof about low people orbit vs. radiation hardened satellites: 418 km (259.7 mi) AMSL, That really proves that point. Those satellites are almost 9 times as distant from the earth. (Meanwhile, having polar orbit satellites would mean that they didn't have near as much distance (granted, no difference in the atmosphere that they're looking through.)
I was unaware of any minimum altitudes for either but yours makes sense. Thanks.
