The ones you see "bursting with speed" are very clearly lensflares from the large yellow lamps on the bottom of the screen during those moves.
The little blips flying over the clouds are however something different.

the only time we see them bursting with speed is when the camera is going from left to right or right to left. Find that odd. And when the camera first makes its long left motion there seems to be things moving rapidly left.
