Flash floods in Singapore after 6 inches of rain in 3 hours - 91% of average April rainfall

PUB, Singapore's National Water Agency, reported flash flooding in areas of the city after heavy rainfall on 17 April 2021.

As much as 161.4mm was recorded in western Singapore from 12.25pm to 3.25pm, PUB said. This amount corresponds to 91% of Singapore's average monthly rainfall in April and is among the highest amounts recorded in 40 years.

PUB's Quick Response Teams were immediately deployed to the locations above to render assistance to drivers and pedestrians.

Water levels exceeded 90% capacity in several drains and canals. PUB issued flood risk warnings for over 20 locations, including Sime Darby Centre, Bukit Timah Canal (Leng Kwang Baptist Church), Ulu Pandan Canal and Sungei Pandan Kechil (NUS and AYE). Fallen trees also caused damage.

Flash floods triggered by heavy rains swept through a village in Lao Cai Province early Saturday, killing two people and leaving another missing.

The sudden flood at 2 a.m. brought down with it a large volume of rocks and soil as it hit the village in Minh Luong Commune, Van Ban District, damaging 25 houses and five hectares (12.35 acres) of crops.

"The entire scene is a mess with soil and rocks entering people's houses, and we are still looking for the missing person," Quang Van Viet, deputy head of the Command for Natural Disaster Prevention and Search and Rescue of Lao Cai Province, said.

Lao Cai is home to the resort town of Sa Pa.

Boy, 2, suffers bites to leg, arm, neck and shoulder and lacerations on back of head

A two-year-old boy was airlifted to hospital after being mauled by a dingo on Fraser Island when he wandered away from a house while his family was asleep on Saturday.

The boy suffered wounds to his leg, arm, the base of his neck, his shoulder and also had a laceration at the base of his head, a Fraser Island paramedic said.

He was flown to the Bundaberg hospital with his mother.

"The child has managed somehow to get out of the house that the family was staying at while other members of the family were ... asleep," said the paramedic, who did not want to be named.

Super Typhoon Surigae brings intense wind, rain battering eastern Philippines - winds peak at 190mph

Heavy rain and huge waves battered Catbalogan, an eastern Philippine city on Sunday as Super Typhoon Surigae brushed past the country's eastern shores.

Video obtained by Reuters showed huge waves battering a seawall in the city, as people huddled under shelter surrounded by floodwater, waiting for the storm to pass in a local market.

Super Typhoon Surigae — locally known as Bising — is expected to bring winds of up to 120 kmh (74.5 mph) to parts of the eastern Philippines, but the center of the storm is expected to remain at sea.

Winds of up to 215 kmh (133.5 mph) were forecast at the center of the storm, but the typhoon is not expected to make landfall, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

An estimated €2 billion-worth of production has been lost after an early warm spell that encouraged grape vines and fruit trees to blossom was followed by a cold snap that killed them off. That came after the industry lost €1 billion in exports last year due to the COVID-19 pandemic.

France has declared a national emergency after one-third wine production has been lost to rare spring frosts.

French Agriculture Minister Julien Denormandie hyperbolically described the crisis as "probably the greatest agricultural catastrophe of the beginning of the 21st century" this week, and the government declared an "agricultural emergency".

An early bout of warm weather encouraged vines and fruit trees to blossom early, only for a sudden cold snap to nip them in the bud. The Champagne, Bordeaux, Burgundy, Rhône and Loire Valleys and Provence have all been affected.

The damage has been estimated at €2 billion (£1.7 billion) in projected lost sales this year — on top of €1 billion in exports lost last year due to the coronavirus pandemic.

Twelve people are reportedly lost at sea following the capsizing of a vessel in so-called "microburst" winds off the coast of Louisiana.

Officials from the US Coast Guard were assisting in the search for survivors on Tuesday afternoon, with reports of "multiple people in the water" from at least one vessel, Fox 8 reported. Others are also assisting in the search.

Six individuals were rescued from the water, with as many as 18 thought to be on board the vessel that capsized in storm winds, south of Grand Isle, Louisiana, in the Gulf of Mexico.

The vessel, according to the Coast Guard, is a 129-foot lift boat, the Seacor Power. Similar boats are used in the operation of offshore drilling sites.

It was thought to be caught in 75mph winds before capsizing. A weather warning was issued by the US National Weather Service for "very strong winds" earlier on Tuesday.

Spring storm drops up a foot of snow in Wyoming

4.5 inches of snowfall fell in Casper between Wednesday night and 7:00 am Friday, according to preliminary snowfall reports by the National Weather Service (NWS) in Riverton.

NWS said the slow-moving spring storm from the south brought "bands of snow" to southern and central Wyoming beginning Wednesday morning.

Fremont County saw the heaviest snowfall accumulations, with 12 inches in Lander and 12.1 inches in Riverton.

Thermopolis in Hot Springs County got 8.5 inches, and parts of Lincoln County got 10.

Another winter storm system is expected to move into Wyoming starting Sunday night, bringing near record lows on Monday.

Emergency services warned this morning to stay clear of mountain areas as a result of freezing weather. Anyone planning to go hiking this weekend should make alternative plans, according to emergency services.

The Guardia Civil traffic department also urged people not to head to the mountains to see the snow because of the traffic problems which this causes.

The unsettled weather is expected to continue throughout the weekend.

Surigae is now the strongest typhoon on record for April as it approaches the Philippines - sustained winds of 180mph

The first super typhoon of the season in the West Pacific is closely approaching the Central Philippines this weekend.

On Saturday afternoon local time, the typhoon strengthened into a super typhoon with sustained winds of 150 mph (240 kph). By Saturday night the super typhoon had intensified even further to 180 mph (287 kph), which is equivalent to a strong category 5 Atlantic hurricane.

Surigae is now the strongest typhoon on record for the month of April, surpassing Typhoon Thelma in 1956 which had maximum sustained winds of 278 kph (173 mph), according to the National Oceanic and Atmospheric Administration historical hurricane database.
