Man mauled to death by dogs in Oakland, California; dogs' owner charged

A man is facing charges in a horrific attack by three large dogs that left another man dead last weekend in Oakland, authorities said.

Oakland police said it was investigating a death that happened on September 1 on the 1600 block of 36th Avenue in East Oakland just before noon. Officers arrived to find a victim who had major injuries from multiple dog bites.

Medics arrived but the victim was pronounced deceased at the scene. One person was taken into custody following the dog attack, police said.

Police said the victim's name was being withheld pending notification of his family. However, published reports identified the victim as 53-year-old Robert Holguin and the suspect as 57-year-old Brendan Thomas Burke, a friend of Holguin's. Holguin had been staying at Burke's property at the time of the attack, according to Bay Area News Group.

Besides the fatalities, thunderbolts injured 43 others during this year, said Soth Kim Kolmony, the spokesperson for the National Committee for Disaster Management (NCDM).

He said the provinces with the highest number of lightning strikes were Siem Reap, Battambang, Prey Veng, Tboung Khmum, and Banteay Meanchey.

"To avoid the danger of lightning strikes, people, particularly those living in rural areas, should stay in their houses or shelters when there is a storm," he told Xinhua.

An earthquake with a magnitude of 6.0 jolted 128 km East of Ohonua, Tonga, at 11:39 local time on Sunday (GMT+13; 22:39 GMT on Saturday), the US Geological Survey (USGS) said, Report informs via Xinhua.

There were no immediate reports of casualty or damage.

The epicenter, with a depth of 10 km, was determined to be at 21.293 degrees south latitude and 173.720 degrees west longitude, according to the USGS.

The Pacific Tsunami Warning Center did not immediately issue a tsunami warning based on the quake.

A wave of violent rainstorms battered northern Italy on Thursday, flooding the financial hub of Milan and raising fears for the life of a man who was swept away on a tractor in the Piedmont region.

Footage by state TV RAI showed the wheel of the vehicle still visible inside the Orco creek, near Turin, where the tractor overturned in muddy water. Local rescuers said they were searching for the missing 58-year-old man.

Another river overflowed in Piedmont's Val di Susa, collapsing two bridges, blocking a provincial road and isolating about 50 people in two villages.

Two other northern regions, Lombardy and Veneto, were hit by widespread flooding, which caused damage and disruption in the city of Milan, where the Seveso and Lambro rivers overflowed.

Strongest typhoon in a decade, Yagi makes landfall in Chinese island province

A powerful super typhoon, Yagi, has slammed into China's popular tourist island of Hainan, bringing potentially catastrophic winds and torrential rain. The storm, the strongest to hit the island in a decade, made landfall in Wenchang city on Friday, after sweeping south of Hong Kong, causing widespread disruption and forcing the evacuation of nearly a million people in southern China.

The Hainan Provincial Meteorological Service reported that typhoon Yagi, which had earlier carried winds of up to 245 kph at its center, made landfall in Wenchang city at approximately 4:20 pm, news agency Associated Press stated. It is expected to move across other parts of the island before heading toward the Beibu Gulf.

National meteorological authorities in China stated that Yagi was the strongest autumn typhoon ever recorded to hit the country. They predicted a second landfall in Xuwen County, Guangdong province, which is also China's most populous province, on Friday night.

4 year old dead after dog attack in Visalia, California

A 4-year-old girl is dead after being attacked by her family's pit bull on Wednesday night, police say.

According to the Visalia Police Department, they were called to the family's home in the 2300 block of West Monte Vista in Visalia around 8 p.m.

Police say the 4-year-old girl had just finished swimming when her dog attacked her in her home. She received immediate medical attention and was transported to the hospital, but ended up succumbing to her injuries.

"This heart-wrenching event is a tragedy," an online post by the Visalia Police Department reads. "Our thoughts and prayers are with the family during this incredibly difficult time."

An investigation by the Visalia Police Department's Violent Crimes Detectives revealed no signs of neglect or criminal wrongdoing.
