Putin said the U.S. embassy's move to raise the LGBT pride flag "revealed something about the people that work there".
"It's no big deal though. We have spoken about this many times, and our position is clear," said Putin, who has sought to distance Russia from liberal Western values and aligned himself with the Russian Orthodox Church.
"Yes, we passed a law banning the propaganda of homosexuality among minors. So what? Let people grow up, become adults and then decide their own destinies."
The legislation has been used to stop gay pride marches and detain gay rights activists.
Putin said during the campaign to change the constitution that he would not let the traditional notion of a mother and father be subverted by what he called "parent number 1" and "parent number 2".
On Friday, the head of the Women's Union of Russia, Ekaterina Lakhova, told Putin that she feared an ice cream with the brand name 'Rainbow', as well as other multi-coloured advertising, could constitute propaganda for non-traditional values and have a harmful effect on children, the RIA news agency reported.
"Even indirectly, such things make our children accustomed to that ... flag, the one that was hung up by the embassy," Lakhova was cited as saying.
"It would be very good to have a commission to make sure that those values that we enshrined in our constitution are upheld," she said.
Other countries have also flown rainbow flags outside their embassies in Moscow, including Britain.

The left in Russia are communists and what they say when they march would make all you American ninnies' altright toes curl. And believe me, they don't give a duck about gays one way or the other.
The world liberal is practically a curse here from every side; communists, nationalists, the self-styled "realists" of the establishment. People who fight Putin from the actual left are far more politically serious, and their ideas far more intelligent and dangerous than the empty gestures coming from mindcontrolled automatons - with no ideology at all, just pathological amorality - in the US embassy. Less than 2% of people here could be called liberals in the American sense, and if they were in the US they could just as easily vote Trump as Clinton because (newsflash) the difference between the two is razor thin when you actually look at them from across a broad spectrum of political thought. Most non-English speaking people in the world, not just Russians, cannot tell the difference between people like Clinton and Trump and their camps. This is because from a distance it all looks the same because the policies that matter never change. It is like watching a football game where all the players are wearing the same uniform. The brawling of the spectators speak only to dysfunction in the society, not in politics.
Only Americans and their myopic self-referential and laughably ignorant world view would get confused about this and assume the ridiculous dog and pony show American politics make any sense or translate at all to politics in places like Russia.

I grew up in southern Alabama. Society spoonfed me the bible, racism and contempt for poor and working class people. In my BA I had exactly one left wing, anti-war professor, and by my standards today he was not even radical, just aware.
Literally the only reason I read Marx (starting about 20 years ago after learning about Pinochet - from that professor, and Israel - from my dad) was that I assumed that anything the US gov and its mouthpieces rails on so hard against using every tactic - propaganda, lies, war, genocide - requires a through investigation.
