IMO, anyone in any position of gov't authority who seriously suggests criminalizing the mere expression of opinions (offensive or not) is simply a wannabe tyrant who deserves to be hanging from a lamp post in order to prevent society from again descending into the despotism which has characterized so many regimes of the past.
Not only is it a fitting punishment for any gov't officials actually proposing this, it would "encourager les autres" to keep in mind that their function is to serve the people, not to rule over them.
