This turned into a rant, sorry. I have a lot of experience with teachers and see their struggles often. Society wants teachers who both educate children and instill morality in them. Yet any attempt to do so draws ire from helicopter parents and administration. It's a no win scenario. If teachers were paid equally to other public servants, those with higher qualifications and strong morals would be more drawn to the profession. But they would need to be supported and allowed to teach as opposed to being regulated into ineffectiveness.
