He said the Government and other parties should not be blamed for the disasters as they were facing a phenomenon which was out of their abilities to tackle effectively.
"Floods are not something unusual in Malaysia as well as other advanced countries like the United Kingdom and the United States.
"One factor is generally the monsoon season which brings heavy rain and strong winds and another factor is global warming and climate change.
"The effects of this phenomenon is difficult to determine but weather experts are certain that there will be heavier rains than usual," Najib said at a flood relief special payment ceremony here Saturday.
He said high moisture content in the air would cause the heavy rains.
"Tackling global warming and climate change requires a global effort, which has yet to see much effect. What we can do is to manage the floods as best as we can," he said.
Up to 686 families affected by the Dec 24 flood in Kuantan received the RM500 aid during the ceremony.
Najib congratulated Mentri Besar Datuk Seri Adnan Yaakob, the state government and security forces as there was not a single casualty during the flood.
He said the special payment would be followed by other aid.
"It is a challenge for us to dispense the aid because the information needs to be verified. It may take some time as we have to get accurate facts first before the aid can be handed out," said Najib.
He also said the well-managed administration had made Malaysia grow economically, increased competitiveness and seen the Kuala Lumpur Stock Exchange achieved the highest level in the nation's history.
"This has increased our revenue and it has allowed us to help out during disasters," said Najib, encouraging the flood victims to face their challenge bravely.
