Four people were killed in the southern Philippines early Tuesday as a tropical storm unleashed heavy rain and triggered deadly landslides, police said.

Tropical Storm Sanba slammed the east coast of the main southern island of Mindanao Tuesday with gusts of 75 kilometres an hour.

The heavy rain triggered landslides that hit mountain villages outside the mining town of Carrascal -- 760 kilometres south of the capital Manila -- killing four people, municipal police chief James Alendogao told AFP.

"These areas are currently inaccessible and we do not know the extent of the damage," he added.

The state weather service said the storm was expected to move swiftly northwest over the next 24 hours, bringing moderate to heavy rain across the central Philippines.

The governor of Cochabamba province said both of the known dead were minors.

The overnight swelling of the Taquina river damaged buildings and covered streets in mud and rubble in the small community of Tiquipaya, about 150 miles (250 kilometers) east of La Paz.

President Evo Morales issued a state of emergency for several regions that were worst-hit by torrential rains. The decree sets out money to help the more than 6,300 families affected.

Thousands of residents in Indonesia's capital have been evacuated due to flooding, Jakarta's governor said on Tuesday, though the level of rivers swollen by the release of water from a reservoir upstream was dropping for now.

The torrential rain had also caused landslides in satellite cities around Jakarta, with eight people missing after two landslides around the city of Bogor, police said.

TV footage on Tuesday showed people wading through murky brown water in some neighbourhoods of the capital Jakarta.

City governor Anies Baswedan said about 6,500 people had been displaced by floods in parts of south and east Jakarta.

"We are making sure that those evacuees receive aid," Baswedan said in a statement, adding that flood waters had receded at the Manggarai floodgates in the city.

Photographs taken this week show the famed Venetian gondolas helplessly abandoned on the docks, as the low tides caused by Wednesday's 'super blue blood moon' dry up the canals, robbing gondoliers of their money and residents of their transportation.

This is the third year that Venice has experienced record low water levels, with data showing a decrease of up to 60 cm lower than average. Two years ago, the city reported water levels up to 70 cm below normal levels, the lowest ever recorded in city data, according to Express.
