They were the work of the indigenous people of Asia Minor such as the Hellenics and Armenians and their ancestors.
Turkey sometimes use the term "ancient Turks." There was no such thing. Turks came from Central Asia to the Armenian Highlands and Byzantine Empire only in much later periods.
It's an attempt by Turkey to appropriate the culture and accomplishments of others.
What Turkey does have, but won't talk about, are the mass graves of the many other ethnic groups it massacred. It hesitates to unearth those.
