Perhaps a more nuanced approach should be considered. What would Putin do?
What this story is really about is a bunch of insurance companies crying over people carrying stuff off that they might, I repeat, might be able to get a few pennies on the dollar for in a closed wholesale auction with salvage wholesalers. Often these guys do nothing but travel around and buy up damaged stock and then ship it back to some outlet stores they own.
I saw this happen first hand in Seattle after a freak ice and snow storm left over 60 buildings collapsed.
OK, so no one is actually stealing anything which wasn't already paid for by all the rest of us in a round about way one time already.
Second off, the guys in the video are pushing a shopping cart with junk in it, not exactly my idea of looting far as I can see, and besides that they are literally in rags. OK? How about a little help instead of crying about some people who've been wiped out taking crap that's either abandoned, or insured and declared unfit for public sale, supposedly by law even if there are ways around those laws because I saw that happen.
Looters huh? Give me a break, I mean if you've got to loot the dollar store you're in a desperate situation already for God's Sake.
