But despite U.S. complicity in the atrocities (via airstrikes and the nature of U.S.-Iraqi military cooperation), it looks like they may use said atrocities as leverage. Iraq has probably been inching too close to Iran and Russia for U.S. comfort. And "human rights" concerns are a tried-and-true method of U.S. coercion against other states. See also:
