The former Prime Minister of Australia (Tony Abbott) insisted on exactly that. Turn back the boats. It is strongly alleged that the Australian government has paid illegal migrant boat captains hard money to go back home. They won't admit it, claiming 'we don't discuss operational matters'.
The current Prime Minister of Australia (Malcolm Turnbull) has maintained that policy and attitude.
Really, if your government insists on keeping secret their expenditure of public monies, how can you judge them? So many public/private deals are 'commercial in confidence' nowadays.
So much for democracy.
