The US DOD budget (according to that infallible authority, Wikipedia) is $672.9 billion. Appropriations and contracts are awarded Monday through Friday, so the expected average daily rate is 672.9/250 or $2.7 billion.
Surely the 5.5 billion mentioned in the article *seems* like a large number, but notice that it is only twice the average daily rate.
I would suggest that this difference is within the normal daily variation of DOD awards and is not *necessarily* a reflection of "a DOD gone wild". (Or at least more wild than is typical for an organization whose job it is to kill people). Did some of this money get awarded in advance of the "shutdown"? Probably, but a factor of two when you are talking about billions out of a trillion dollar budget is insignificant.
What is the "normal" daily variation in awards? This number is not provided. Remember, there are lies, damn lies and statistics...
