Note the Propaganda....
The overseas uses of the Global Hawk ("GH") amounts to killing folks... but when they talk of it crashing HERE, they tell us how such G.Hawks - perhaps this one? - were used after Japan's big Earthquake, "after Hurricane Ike," (I don't remember hearing about that then, do you?). etc.
And while the GH is PRIMARILY designed to be a "surveillance only" / "no armament" UAV, I dare say it can carry Air to Ground Missiles, ("AGM") or Air to Air Missiles (AAM) etc. See, generally, the published USAF specs at this link: [Link]
After all, these UNclassified stats, while disclaiming any "armaments," nevertheless show a "payload" of 3,000 pounds.* I would imagine that this would include, for example, the ability to create electromagnetic pulses to destroy electrical systems, so you don't hear any weather radio or public emergency broadcasts informing you about the tornado or air raid bearing down on you, etc. (Note: As to possibilities of HAARP creation/control/etiology of such weather, I withhold further snide comments.)
But if you believe that a G.H. has no offensive capabilities beyond its primary mission of surveillance, well, WE have numerous HIGHLY VALUABLE things to sell you!

* By way of comparison, our best single person ground attack plane of WWII, the P-47, could deliver 2 x 1,000 pound bombs, and our most common medium bomber, the B-25 Mitchell's typical maximum bomb load was the same 3,000 lb "payload" we see in this "peaceful UAV."
