Sheets of rain: Heavy flooding swamps Babylon, NY and other parts of Long Island

Multiple local government agencies on Long Island declared states of emergency Wednesday after a storm dumped nearly an entire summer's worth of rain, causing major flooding in some spots that stranded motorists and snarled the morning commute. From Tuesday evening until Wednesday morning, Islip got more than 13 inches of rain, more than the normal total for June, July and August of 11.75 inches, said Joe Pollina of the National Weather Service. More than 5 inches of it fell in just a one-hour period, from 5 to 6 a.m. Wednesday, Pollina said. Holbrook got nearly 11 inches.

A state of emergency was declared in Suffolk County, where county Executive Steve Bellone called the weather Wednesday morning a "storm of historic proportions. It was unprecedented and unpredicted - the size, the extent, the scale," Bellone said at a news conference Wednesday, also remarking that "this could be a 500-year storm we just witnessed."

Islip Town Supervisor Tom Croci said the storm brought "a historic amount of rain in a short amount of time." The Town of Brookhaven within in Suffolk County also declared a state of emergency. Officials warned that the ground was saturated and could cause sinkholes, collapsing cesspools, and the uprooting of trees. As 1010 WINS' Gary Baumgarten reported, some Suffolk County homes were still sitting on lakefront property on Wednesday night, as water was having trouble receding even with the help of municipal pumps.

"Had about 12 inches of water in the basement and 4 or 5 inches in the car" one West Islip resident said. While the storms had long since moved on by Wednesday night, standing water prompted officers to stand guard, and more problems were expected for the Thursday morning commute.

Michigan Governor Rick Snyder has declared parts of southeast Michigan a "disaster area" after this week's widespread flooding.

Gov. Snyder declared an official state of emergency for Wayne, Oakland and Macomb counties on Wednesday following calls for help from the flooded counties, Michigan Radio reported.

"The flooding that continues to impact Southeastern Michigan is a disaster in every sense of the word. As local and state authorities work around the clock to deal with this situation, it is clear that the significant personal property and infrastructure damage, coupled with ongoing threats to public safety, warrants this state declaration," Snyder said in a statement Wednesday. "By taking this action, the state can fully coordinate and maximize efforts to support its local partners."

As the skies around metro Detroit started to darken yet again today and thunder started rumbling, signaling another possible onslaught of rain, metro Detroiters are still struggling to cope with the aftermath of historic rains that flooded thousands of basements and left hundreds of cars stranded across area freeways on Monday.

Commuters are being urged to stay off the roads, with standing water in spots on virtually every area interstate. Michigan State Police divers searched for submerged vehicles this morning on I-696 near Dequindre and other flooded viaducts. On Stephenson Highway near I-696, heavy rains washed a wall of mud onto a southbound I-75 exit ramp, swamping a dump truck and a car.

"We've got a lot going on. It's not just the water on the roads. We can't clean up the roads, we've got to get the cars off the roads," said Michigan Department of Transportation spokeswoman Diane Cross said.

Nine killed in record rains in Southwest China

At least nine people were killed and 11 others went missing after heavy rains lashed southwest China for the last two days.

Nine deaths were reported in Xishui County of Guizhou Province, which was battered by torrential rain on Sunday and yesterday, state-run Xinhua news agency reported. So far 3,120 people had been evacuated for safety reasons.

Twenty-five homes were washed away and 42 others were seriously damaged.

Economic losses in Xishui County were estimated at 190 million yuan ( USD 30.88 million).

Nine people in Xishui were reported missing in floods and rescue work continued till late last night.

Potent storm to deliver rain, flash flooding to Pittsburgh, Philadelphia and New York City

After a warm and dry weekend across the mid-Atlantic states, a potent early week storm will generate drenching showers and thunderstorms, bringing a threat for flash flooding to many locations.

The same storm system has already wreaked havoc in the Southeast, causing one fatality in South Carolina due to flash flooding.

Potent low pressure will strengthen over the Ohio Valley on Monday, tapping into abundant moisture from the south, which will provide fuel for the drenching storms.

Heavy thunderstorms will first develop across much of the state of Ohio during the day on Monday, bringing torrential downpours to Columbus, Cleveland, Zanesville, and Youngstown.

By the time the evening commute rolls around on Monday, the heavy rain threat will transition into western Pennsylvania.

Many locations will pick up between two and four inches of rainfall with locally higher amounts possible. Rainfall to this magnitude will lead to flooding of streams and creeks.

Multiple avalanches hit North Norway

Around 10 avalanches struck Lyngen in Troms on Thursday, hitting roads and neighbourhoods.

The avalanches went off at around 10pm on Thursday night in Kjosen in the Lyngen municipality of North Norway. Four of the avalanches reached all the way down to where people were living and the roads.

Between five and seven houses were trapped after the three first avalanches, and most of the people were rescued by boat. Noone were injured or missing.

A rescue helicopter trying to rescue trapped people had to turn around because of lightning and thunder. At the same time, great parts of the Lyngen municipality lost power.

The situation is now under control after 22 people were trapped inside their home and cars. Police are evaluating whether the people, who had to be evacuated, can return home.

Nevada may not often be thought of as a state plagued by heavy rains, but some residents who are being inundated with severe storms that are causing flash flooding and mudslides might beg to differ. One recent deluge was strong enough to overflow the US 95 highway and shut down the road. The powerful current turned the median into raging rapids capable of carrying away people and cars. Of course, with everyone carrying a camera at all times these days, the horrifying incident was captured on video.

Unfortunately, two vehicles somehow got sucked into the surging water and were pushed into the stream below. According to bystanders, the whole thing seemed to happen out of nowhere, but people put themselves in danger to try to save those stuck in the out of control cars. Thankfully, no one was injured in this terrible incident. At about 1:29 into the video, you can also catch a glimpse of the mudslide first flowing onto the road.

Torrential rain brings flooding to many parts of Northern Ireland

Heavy rain led to flooding in Finaghy Road, Belfast, and other parts of Northern Ireland on Tuesday night
Emergency payments are to be made to flood victims following torrential rain across parts of Northern Ireland.

The worst affected areas on Tuesday night were Omagh, County Tyrone, and Moneymore and Magherafelt, County Londonderry.

The Fire and Rescue Service said it received 33 calls from those areas in the six hours until midnight.

One firefighter told the BBC there had been "mayhem" due to a deluge of rainwater in a short period of time.

With heavy rains for the past three days claiming two lives and raising fear of flood in some rivers, Odisha government on Monday alerted 12 districts for any eventuality as more rain is likely to pound some areas due to a low pressure.

Collectors of 12 districts were asked to remain watchful and gear up to meet any eventuality in the event of possible flood, special reliefcommissioner (SRC) PK Mohapatra told reporters after the situation was reviewed at a meeting chaired by Chief Minister Naveen Patnaik.

He said the districts where alert was sounded are Mayurbhanj, Balasore, Bhadrak, Jajpur, Kendrapara, Puri, Jagatsinghpur, Khurda, Cuttack, Boudh, Nayagarh and Keonjhar.

The chief minister stressed the need to evacuate people from low lying areas in time and make arrangements for free cooked food and relief, Mohapatra said, adding vulnerable points in river embankments would be kept under the vigil and steps taken for availability of drinking water and medicines.
