In its address to the Leninsky District Court of the Chechen capital, the Prosecutor's Office said it had monitored internet sites and found reposts of cartoons from Charlie Hebdo.
"The abovementioned fact was the reason for us to file a lawsuit to the Leninsky District Court in Grozny seeking to limit the access to materials that pursue the objectives of insulting [religious] believers' feelings and the dissemination of which could become a prerequisite for instigation of ethnic, racial or religious hatred or strife," the message reads.
Russian law allows certain web pages to be taken offline if they are deemed extremist, although this requires a formal court warrant. Sources banned over child pornography, suicide instructions, or those promoting drugs can be shut down before the start of the trial, but must be brought back online if the court does not confirm the grounds for the ban.
Information about blacklisted sites is published on a special website (http://zapret-info.gov.ru) operated by Russia's media and communications watchdog, Roskomnadzor.
However, representatives of the Chechen directorate of the watchdog told RBC news agency on Thursday that they had not yet been informed about the fresh Charlie Hebdo lawsuit.
Lower house MP Vitaly Milonov (United Russia), known for his support of Orthodox Christianity and traditional values, said that he intended to complain to the Prosecutor General's Office about the watchdog's alleged inaction.
"I would like this to become a spiritual catalyst that would help us completely get rid of destructive information. Those who repost Charlie Hebdo pictures must be brought to justice as extremists. Roskomnadzor must block this magazine," Milonov told RBC.
Charlie Hebdo is known for its cartoons on controversial political subjects. In early 2015, a group of Islamist gunmen attacked the Paris headquarters of the magazine, killing 12 people and injuring 11 others. The attackers said they were punishing journalists for publishing cartoons featuring the Prophet Muhammad. Islamist terrorist groups Al-Qaeda and Islamic State (IS, formerly ISIS/ISIL) claimed responsibility for the attack.
Also in early 2015, at least 800,000 people participated in the 'Love to Prophet Muhammad' rally in Grozny in protest against the Charlie Hebdo cartoons. Participants at the rally emphasized, however, that in their view Muslims should not respond to perceived provocation.
"Violence is not the method," said one of the slogans carried at the event.
Charlie Hebdo later provoked outrage in Russia in November 2015, when it featured a cartoon after the bombing of a Russian passenger jet in Egypt. President Vladimir Putin's spokesman, Dmitry Peskov, called the image "sacrilege," adding that in his opinion it had nothing to do with democracy or self-expression.
There are only two possible answers that could de-radicalise devout Mohammedans. First, the Koran would, by definition, have to be re-written by the Prophet Mohammad, and we all know he isn't coming back, or, if he does come back, would even be willing, to re-write his book, the Koran, together with the Hadiths. Second, by some miraculous intervention, those Mohammedans who actually are willing to see their leader as "the most perfect human", and to follow his exalted example and exhortations in absolute submission, just as he demands of them in his writings, if they are to be true Mohammedans, and be willing to kill all disbelievers without compunction, or fear of punishment, for that is what "total" submission requires , then the second remedy required to neutralise this threat to the rest of humanity, would have to be, that those deciding to be "true" Mohammedans, and to faithfully keep their "oath" of total and absolute submission, would simply have to, by some miracle, have to drop down dead, the instant they feel "radicalised". Now this would be no bad thing, because the truly, sincerely devout, and all-submissive Mohammedan male, has one overriding intention, that he goes to heaven, especially as a Martyr, collect his share of virgins, and then exercise his "promised super virility" without end. It is hard to say what happens to the lady Mohammedans, because the Koran says that "women have no place in the sight of God", making the presence of virgins somewhat contradictory and problematic , unless they have some place reserved "out of the sight of God?"; Perhaps women are re-conditioned into virgins? because an extraordinary large number of them will be required? These matters are quite readily deduced from a superficial reading of the Koran, and should be recommended and required reading to all those professing true obedience and absolute "Submission" just as the book demands. A true reading of the Koran actually requires that all Mohammedans be terrorist killers (the obvious Western interpretation), since the strongest exhortation made in the Koran is that Mohammedans kill all disbelievers where-ever they are found; this is stated quite unambiguously and explicitly. Therefore, it follows, by the Koran's own definitions and teachings, all Mohammedans are called upon to be true believers, in our language, to be terrorists, there is no alternative allowed. There can be no such thing as a moderate Mohammedan; unless they follow the Koran, in absolute submission, they cannot be true Mohammedans.
Frankly, I just cannot see de-radicalising programmes working, what do you think?. The more humane solution would be that Mohammedans all be confined to live in the Mohammedan Country/Nation of their choice, completely separated from all other willing ethnic and or, religious groups. This is the only way to guarantee a peaceful co-existence for all concerned.
Finally, search as hard as I might, I could not discern in the Koran, any truly peaceful, all love encompassing, love sustaining, spiritual and soul enhancing, forgiving, proclamations, intended to encourage the totality of the human race, to live together in harmony and the spirit of forgiveness. This fact leads us to the final question; what then, induces so many millions, to accept the Koranic teachings? Since the Koran contains an abundance of urging's to "kill", and the Sharia an abundance of penalties dictating physical living cruel and bloody dismemberment and or "stoning to death", then it seems to be directed to all those with psychopathic tendencies, those for whom the concept of universal love has become twisted and malformed; therefore, we may not be surprised when those of us fitting this description are willing to put such practices into effect.
A very large proportion of Mohammedan adherents are "born" into it's belief contracts; they had no choice but to be Mohammedan. Yet, if they wish to change this circumstance, it is a mandatory death sentence, requiring any other Mohammedan to carry it out, including ones own family. Many of those born to be Mohammedan are illiterate, they only know what their local Mullah wants them to know. Those that can, must help these poor unfortunates to understand, and then to decide for themselves, which path promises them beneficial, whole of life, individual, competence, and personal well-being.
