Police say a 7-year-old boy was riding in a vehicle in the parade when he somehow fell off.
It's still not clear whether he died because of the fall or whether he was struck and killed by another vehicle.
Police say it happened at Amos Garrett Boulevard and West Street.
The parade started at 6:30 p.m. and had been going for less than 30 minutes when everything was brought to a halt because of the accident.
Investigators say the 7-year-old was taken to Anne Arundel County Medical Center, where he died.
Many people had no idea the accident had even happened until the parade was over.
"Because we were ahead of, apparently, what happened. It was afterwards when we walked back the mile from the water and that we saw the remnants of what happened, not knowing anything," said Kevin Brennan, parade participant.
