The pictures above look chillingly like this one taken from a 1994 USFA Fema Document.
In case you missed it, there's been protests for days in Anaheim after another young man of color was shot and killed by the police.
Hundreds decrying police violence march in Anaheim
Who the heck are these guys? Police, really? If so, why the military gear? If not, are they private contractors? That's allowed now, btw.
Read the warning I posted December 5th, 2011
SCARY: Department of Defense DIRECTIVE NUMBER 3025.18 December 29, 2010
If I have interpreted the DoD Directive correctly, Private contractors like Blackwater (Xe) and Dycorp, both now owned by Private Equity firms, or any of the thousands now working for the DoD could be used to corral us.So, who are these guys in the photos? Police, military, or mercenaries? Who's paying them? Disneyland or Anaheim?
Anaheim needs to know.

We must be vigilant.
Good question!
They are described in Flickr as "SWAT."
That stands for "Special Weapons and Tactics."
The first police department to use SWAT, per Wikipedia, was the Los Angeles Police Department in 1968. According to the same article, the first public use of SWAT was against Cesar Chavez' attempt to unionize farm workers.
Originally conceived of as commando-type units for military-type operations (drug busts, etc.) where the target might be, or almost certainly was, heavily armed, nowadays police also seem to prefer the SWAT approach to crowd control.
Police have always depended on a certain psychological factor for their effectiveness. As criminals became more well-armed and as a result "more effective" it seems that police became more and more willing to use the military model in any situation where any sort of armed resistance might occur.
We should not overlook the almost certain fact that this trend has been pushed forward by interests that want to militarize US law enforcement in order to establish, for all intents and purposes, a police state in America. They have funded the development of the weapons, the military techniques, and the fear propaganda that has pushed police departments in the direction of a military confrontational approach to ordinary citizens, and not just "obvious" criminal elements.
I think we are now seeing the roles of "peace officer" and criminal flip. The police have been turned into armed criminal gangs terrorizing the populace, still mostly peace-loving. To the extent that the public have noticed this, their desire to remain armed should be obvious, as should the shadow government's desire to disarm all peace-loving citizens.
